Background:
Angola's economic prospects rise and fall with the price of oil. Having opened up its energy sector in 2002 following the end of a decades-long civil war, oil and gas account for about 60% of GDP and almost all of the government's revenue. Oil production rose to 2 million barrels per day in 2008, and for a short period surpassed that of long-time continental leader Nigeria. Until recently, most investment into Angola has come from China, allowing the African national to bypass the conditionality of IMF loans. However, China’s loans came with their own conditions, and Angola has been seeking to diversify its funding sources. In 2009, Angola began seeking funds from the IMF, as well as other bilateral loans.
Angola's growth fell to 0.7% in 2009 due to the economic crisis; however, growth is expected to increase moderately in the medium term. In August 2010, the government admitted to owing US$9 billion to foreign contractors for reconstruction work following the country's civil war. Repayment of these obligations will dampen growth through 2010.
