Background:
Prime Minister Berlusconi is serving as prime minister for the third time, after first acceding to the role in 1994. Berlusconi’s conservative People of Freedom (PdL) party is partnered in government by the far-right Lega Nord (Northern League) and the tiny Movement for Autonomy. The coalition holds 344 of the 630 seats in the Chamber of Deputies and 174 of the 315 seats in the Senate.
The Italian political landscape, although characterised by a greater degree of bipolarity since the 1990s, is highly fragmented and there have been numerous changes in government since the Second World War.
The presidency, currently held by Giorgio Napolitano, is a largely ceremonial position, although the head of state’s role as guardian of the constitution is theoretically very important.
