Background:
The United States, after a period of intense military activity and soaring defense expenditures, has begun to rethink the high/low mix of weapons systems and capabilities it needs and can afford to navigate the 21st century. This will affect military force structure, strategy, foreign deployments, and spending priorities. But as with all decisions regarding defense spending, decisions may last only as long as the president who made them, or until the assumptions behind them are tested on the battlefield.
