Background:

The Organization of American States (OAS) had long been written off as a U.S.-dominated rubber stamp for American interests during the Cold War. Indeed, Washington exercised dominant influence for decades since its founding in 1951, most notably as a platform for denouncing Fidel Castro's Cuba. But the OAS has evolved in recent years as Latin America has looked beyond the hemisphere, Brazil and Mexico have emerged as important economies, and political voices from Venezuela's President Hugo Chavez to Chile's Michelle Bachelet have gained international notoriety.
