Background:

The International Monetary Fund (IMF) is a 186 member international organization designed to ensure the stability of the international economic monetary and financial systems. By its own reckoning, the IMF's goals include "working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty."(IMF) The three main tools used by the IMF to achieve its goals are monitoring its member countries' macroeconomic policies and trends, providing developing economies with technical assistance and training, and providing low-income countries with highly leveraged loans through the Poverty Reduction and Growth Facility (PRGF) and the Exogenous Shocks Facility (ESF). In the wake of the financial crisis, the IMF has created new lending facillities including some with few or no conditions.
