Critical Issues

Background:

South Africa has a chronically high unemployment rate of more than 20%, which has been exacerbated by the global slowdown. The Quarterly Employment Survey (QES) and the Quarterly Labor Force Survey (QLFS) both indicate a further rise in unemployment; the recent slowing of the increase seems to reflect non-workers ceasing to search for jobs rather than any improvement in economic activity. The continued deterioration of the labor market (and the risk of social unrest) is increasing pressure on new president Jacob Zuma to follow through with his pledge to create half a million job opportunities by the end of 2009 through public-work programs.
