RGE's Q1 2010 China Outlook

Aggressive fiscal stimulus and an ultra-loose monetary policy helped to boost China’s, and Asia’s, growth in 2009, but as RGE has noted in past outlooks, these policies bring significant risks for 2010. Industrial production, electricity demand, exports and other key economic data show that China has bounced back strongly from the trough of Q1 2009, but this was largely due to government-linked investment and monetary stimulus that seems to be feeding asset bubbles. As Chinese policymakers have repeatedly warned, China’s economy remains unbalanced; it will have to become less reliant on investment in 2010 if it is to continue growing at its recent rate. Consumption’s share of GDP is expected to rise slightly in 2010, but this mostly reflects a further shrinking of net exports’ share, not an acceleration of private consumption. The transition to a more domestic-driven growth trajectory will be a long-term project for China. Still, RGE has raised its growth forecast for China to 9.5% in 2010 on the basis of stronger than expected external demand, improving consumer sentiment and an official revision of previous GDP estimates.
