France Outlook: Keeping Its Head Above Water

The French economy now appears likely to avoid a technical recession in 2012, but will stagnate in H1 2012, before the economic climate gradually improves towards the end of the year. In particular, fiscal austerity and rising unemployment will weigh heavily on output. In 2013, economic activity will improve further, but remain well below precrisis trend levels. While the ECB’s three-year long-term refinancing operations (LTROs) have lessened the prevailing atmosphere of economic uncertainty and delayed the pace of bank deleveraging, there is little sign that increased liquidity is finding its way into the real economy. Credit supply for the private sector looks set to remain tight in 2012. While opinion polls currently point overwhelmingly towards a victory for Socialist candidate Francois Hollande in the May 6 presidential election second-round run-off, the race is likely to be close. If elected, Hollande will need to introduce an additional austerity budget if France is to meet its EU-agreed deficit targets.
