Gulf Cooperation Council Outlook: Liquidity Returns

Oil producers stand to benefit from replacing Iranian crude, meaning hydrocarbon output will remain a growth driver rather than a drag, while the increase in revenues facilitates government stimulus, swells sovereign funds and feeds through to domestic demand, particularly in Saudi Arabia and Kuwait. Government deposits parked at the banks and fiscal stimulus injected into the economy have revived liquidity, supporting local asset markets, but the effects may be temporary given underlying risks. Credit growth will only support private demand in Saudi Arabia and Qatar. Financial stresses and property overhang will necessitate balance-sheet repair and weigh on inflation in the UAE and Bahrain, while prices are elevated elsewhere in the region. Government funds will face more pressure to invest at home.
