Gulf Cooperation Council Outlook: Weaker Oil Brings Slowdown

Political risks are looming beneath the surface, suggesting more social transfers to dampen pressures, even in less financially strong countries like Bahrain and Oman. Kuwait’s electoral cycle will delay investment. Fiscal stimulus will support growth, partly offsetting the cuts in hydrocarbon output. Housing oversupply is depressing rents and inflation in the most open economies, including the UAE, Qatar and Bahrain, but supply pressures will keep inflation elevated in Saudi Arabia, Kuwait and Oman.
