Italy Outlook: Monti’s Reforms Do Not Alter Short-Term Growth Prospects
Despite overwhelmingly positive developments since Mario Monti’s technocratic government took power last November, including sharp falls in sovereign borrowing costs, the Italian economy continues to face severe short-term headwinds. Fiscal drag and distressed domestic demand are likely to deliver a deep economic contraction in 2012, before conditions gradually improve in 2013. While the government has made good progress on structural reforms, these measures will take time to bear fruit; meaningful Italian growth will remain elusive over the next several years. National elections scheduled for spring 2013 will dictate whether the next Italian government will carry on Monti’s reform agenda or whether a fresh bout of political inertia will engulf Italy again.
